letter 60731/1917 of December 15th enclosing copy

of a despatch from the Governor of Hongkong regarding

the position of companies incorporated in Hongkong,

but whose operations are carried on mainly or entirely outside the Colony.

Subject to the opinion of the Board of Trade and to the condition that existing companies shall not

be affected, Mr. Balfour sees no objection to

giving the Registrar of Companies at Hongkong the discretionary powers which have been suggested.
